While most ISPs do from upon it and it is in the AUP normally that you won't run a webserver, it is still possible to host one. I've been running my own server now for a lil over 3 years on 3 different ISPs as I've moved around and non of them have said a word. My mail server they had issues with, however they don't allow me access to any SMTP servers other than their own. Usually if it's just a small thing, especially with the amount of traffic that the average broadband connection sees, they won't have any problem with it.
