"my suggestion to him to delete all the network protocols and what not - and then re-add them would re-confirm that it was properly connected to the network." ----> If he did that, make sure he changed and IP, Subnet, and Gateway, or any other addresses back if necessary...if you yank protocols, you reset them when reinstalled...that would surely give a "unable to connect to device error".
