In that case, do what DjM suggested, or setup file permissions on the exe files themselves. Make it so only people logged in, with the right permissions, can execute the file.
Which version of Microsoft Office are you using, and which modules? Would it be feasible to restrict the automatic links from MS office to the internet, or is this required in "normal" usage of the machines?
