AH! Yes. Check this out, I once took a live Cat (her name was Missy) through Portugese customs and imigration. They asked me if I had import papers, I said yes - preparing to show them the completed application and play dumb.... but she said OK. A live animal. LOL>
Of course that was before the EC, oops I mean EU - so I bet it's not the same now...?
Looking through the eyes of a US citizen then yes, the imigration process would indeed be lax.
Welp... the discussion was about immigration. If you're illegally trying to enter the US, there is no "regular" way you'll get in. If you're illegally trying to enter the EU, your chances are not that bad. As long as you have a valid passport, you'll get in.
Most European airports have an entirely separate hall for passengers leaving for the US. The security is much tighter (both immigration and physical security) in those halls. The fines those airports would face in case they'd let an "illegal" leave are way too high to risk anything (compare it to the fines European truckers get for bringing illegals into the UK).
I definitely stand corrected on US imigration. UK truckers are definitely something. I came into Dover once after a visit to Calais pruchasing way more than my alloted beer limit. I was scared to death answering questions since I wasn't a UK citizen. Was that extra bit of Stella worth it? I haven't decided. :)
I guess I base my interpretation on the fact that entire teams were able to get drivers licenses and congregate from various places in the USA to meet up at their pre-determined targets without hardly a hitch. Then board the planes and do their deed. So I thought, "well our imigration security must really suck."
