Just FYI - I did a little research and discovered that following:
"In the extreme southern portions of Georgia, Bald Eagles can be found in low numbers in the winter and breeding season. During the winter there are also occasional sightings of the Bald Eagle in other parts of the state."

Moxnix - I agree with your point that putting the Bald Eagle and the US Flag on the license plates is an overt display of patriotism, but what I don't understand, is why it is considered wrong to use the symbols that represent this great nation (patriotic or not) as symbols to also help support the wildlife and natural resources that are part of what makes this nation great.
After thinking about this for awhile, I've decided that what we have here is a group of probably "liberal" environmentalists that are still hung up on Howard Dean's assertation that the Republican party owns the symbolic nature that the U.S. Flag represents, and that the U.S. Flag needs to be taken back from the Republicans. Why else would the claim that these symbols represent President Bush have any validity whatsoever?

I was behind a truck this morning that had a Georgia plate on it with a Turkey or some bird that also was a wildlife plate, so I went and looked at the DMV there. They have another plate that is just for wildflowers so I am not sure what the issue is with stating these Eagle plates should include native plant species. There are other one's for Trout and saving Quails and many many others since the plate also says support wild life. The moneys go into different arenas but they are all conservation based, so I have come to a conclusion along the lines of OverdueSpy, it's a smack of bullshit. By the way I am jealous of all the cool plates they got there.

I see it as the environmentalists want some free press, and they are the ones turning it into a political cause. As for the rest of us with some common sense, it is a way for the state to make some money and put it to a good cause.
