Well, it seems you all were right, but he still can't get into the config. He is connected directly to the net, his router is just acting as like a passive hub. It lets everything through, and nothing is considered networked as he can't play xbox online using gamespy and sygate is getting about 10x more incoming than ever. So he is going to buy a new router soon just for the networking. I guess that's what happens when you spend $30 on a used router that lasts you 6 months, actually an almost good deal if you ask me. He knew it wouldn't last long, but oh well.

he cannot get into config, in waht sense? The IP is incorrect, user/pass doesn't match, or it keeps loading and nothing happens?
My LinkSys works on that same IP, but you could do a ping sweep on your range [192.168.xxx.xxx] just to make sure, the router should reply. Other than that... tell us more, maybe not all is lost.

It gives "page cannot be displayed". I will look at it more tomorrow when I am over there, but without being able to sit here and mess with it, I am kind of stuck on how much info I can give.

If the computer is set up for DHCP, go into the Command Prompt (cmd from the Run menu), and type ipconfig. It should give you the Gateway address. If the router's using a different address, you'll be able to find out what it is there. Just type the gateway address into Internet Explorer and you should be set. The default password is admin (with a blank username). Should let you do what you need to do.

I had the same problem with my Linksys router a few months back.
It had the error of "Page cannot be displayed." when trying to access it.
It also had red lights on the router that were for errors, and could not be reset by the reset button or by disconnecting it.
I called up Linksys for some tech help, and all they could tell me is that since I had it for 3½ years, I was due for a new one and the one I had was bad.
Now I am running a "Network Everywhere" Cable/DSL router with a 4-Port Switch, and running again just fine. It was lower priced than Linksys, so I purchased it instead.
I tried the old Linksys router again after reading this topic, and it still had the same red error lights and "Page cannot be displayed" error when trying to access it.
Maybe your buddy is due for a new router?
There are many routers to choose from, and the price of technology seems to keep going down.
I am sure he could find one nearby. Here is a few links to Linksys routers that could help your buddy.

One thing I recommend is to read the specs well on any router you'll buy. So you don't get stuck with a router like mine, where traceroute is un-do-able. If you need that protocol, anyway :)

Well, I sincerely feel like an idiot now. Seems he had the line from his cable modem to his router in the "uplink" instead of the "wan"... Yay... At least its fixed now, and everything seems to be working ok. He can get into the config and everything now. Thanks for all of your help, even though it seems that common sense ended up being the best help.

DOH! I know the feeling, hehe...I've done that before. It's the simple things that always end up being the problem, hehe! Glad he's up and running!
