I would suggest that you do not buy "Water Cooling" reason being is that you must replace your pump which is a time worthy procedure, also to include pretty expensive.

Go out and buy yourself a nice fan, they have come out with a Water Cooling fan which just runs with the heatsink itself, which only costs $50.00 USA.

Cost for that stuff is around ~$600 or so. Make sure to choose some RAM too. You won't quite get 2GB (There are 3 RAM slots) unless you buy 1GB sticks of RAM, but I don't know if the motherboards support that size. Also, for HDD's, if you have the $$$, you can look at the 36GB or 74GB Raptors by Western Digital. These disks run at 10k RPM, and are the fastest SATA drives you can get right now. A good SCSI drive & controller will beat it pretty well, but for most consumer computers this is the fastest choice. You would also need a slower bigger drive to get the rest of your 160GB though. But installing the OS on the Raptor would speed up loading a lot.

If I had an idea of the budget for different parts, I could help more specificially on what you could get. I'm trying to get performance parts that are cheap/reliable/have good warrenty. Most of it would be OEM packaging (no pretty retail box, those cost much more) except for the CPU, because there aren't any good A64/Opertron heatsinks from 3rd parties and the retail one comes with a heatsink worth the extra cost. But to sum it up, unless you want to lower the quality of parts, you won't get too much cheaper than this.

Seagates are also very quiet

I'm using a WD and Seagate barracuda right now, both are excellent drives.
