Of course not, we want to concentrate effort on getting the real bad guys. Real investigations are documented and lengthy. I can give you an example. Hanging out in a chat room soliciting every person popping in isn't a good way to catch real pedophiles. Sure if you bust everyone that comes in and says, "Hi I want to please a 10 year old", might get you one out of 500, not very efficient and your dept. is closed down do to abuses. Most will be other kids or people playing jokes or men and woman acting like kids or some guy in India. You all know chat rooms? Even on AO we don't know if Memory was a man, woman, kid, goat. It's too difficult to tell. This all leads into "guessing" who is going to commit a crime with "documentation" and "evidence" to back it up. If the man/woman is a danger to children it is extremely important to make the allegations stick. Without those items in many cases, like the example 15 year old, at best the guy gets a misdemeanor or plea-bargain, assuming he didn't rape her and they had a mutual understanding of consensual sex. I may sound like I support actions contrary to child safety but I support proper law enforcement by police and not citizens who act on circumstantial assumptions.
