For those that suffer the same scenario as mentioned in this thread, you may eventually find that the problem "might" be linked to recent updates from OS manufacturer. If you are then frustrated with a plethora of helpful advice and nothing works, there are two things that helped me over a couple of days. The first was to reinstall the service pack which in my case was SP4. This slowed instances down a bit. Then I found this link after searching for many days. Hope it helps you too:

I am not new to trouble shooting my own mini network problems but this tends to leave me in a small isolated space. Connecting the stuff together and making it work is child's play compared to get involved with the labyrinth called network security. I have a long way to go.
