1. If you are running WinSonar, cancel the process.
2. Run Belarc and do a copy and paste of the list of all the MS updates you have got.
3. Click on your Windows Update icon. That should take you to the MS site where it should load the latest version of the update program.
4. Check for updates, select one and try to apply it (make a note of its number). Check if MS says it has worked or not.
5. Reboot
6. Run Belarc again and check what it says happened to the update.
It sounds as if your update system has become corrupted. I think morganlefay is right about some temporary file, I can vaguely remember that myself, but it was a long time ago :)
Whilst you have the Microsoft list of available updates, compare it to the Belarc list of ones that have worked.................are there any matches? What I am saying is are MS offering you updates that Belarc says you already have?

If you cannot get to the windows update site...than I think you have malware that is blocking it...and you need to clean your machine first.
IMHO...format and reinstall...

It sounds like your a home user, but I'd thought i would throw this out there in case your joined to a domain:
About 5 or 6 updates would fail here on both XP and 2000 os's when updating under local Administrator. We found that if your joined to a domain, you must be signed in as a domain administrator to do these last updates. Makes no sense to me, but thats just what we found.
