The only other possibility is a joke program, but you can usually spot them as they will normally kick off after a certain period of inactivity, or randomly but many times per day.
I seem to have tamed this one..................I switched off the mouse accelleration feature, and it hasn't done it since.
I agree with RoadClosed. Try turning off the enhanced pointer precision.
The fact that it moves when you are holding the mouse would seem to rule out the sloping surface/vibration possibility.
As you have a "generic" mouse, you will be using the Win2000 default drivers. You would have seen an option in the "drivers" section of Windows Update if there was anything new.
