He (they?) probably set it up exactly like the Charter One scam.
He "0wn3s" a few boxes around the Internet and uses them as DNS servers to host a couple of fake domains (registered to that tom.com address).. Then uses these domains to lure people onto other boxes setup to look like the original banking site..
