Aspman is right in that peripheral devices are pretty cheap, however I wouldn't rush out and buy any just yet. See if you can borrow a serial mouse or a USB mouse and try that. If it works in both Windows and Linux, that would suggest that your PS/2 connection is dodgy.
Refurbished devices usually have a 90 day warranty on them, so I would take it back. If that is not an option then I would buy cheap USB peripherals which should work just fine.
We really need a test with a non-PS/2 device to confirm or rule out the possibility of a bad connection?
If non-PS/2 devices have the same problem then there is no point in replacing the peripherals. It must be something else.

I'd look carefully through the options in the BIOS setup about
the reassignnent of irq12. In the past it was simple. IRQ 12
was always used by the ps2 mouse port. Later, after people
began to use usb mice, they began to allow irq 12 to be reassigned
via plug and play to other devices.
As a last resort, try a different video card, or go with a usb mouse.
