i got the same error.
the window installer service could not be accessed. This can occur if you are running windows in safe mode or if windows installer is not properly installed. contact your personnel for assistance.

i follow the instruction until part 1.
i still cant do window upate BUT i can manage to install/remove program.
So should i continue to follow the instruction or follow nihil instruction which is post#4 of this thread?

the program which i succesfully installl is the above program from microsoft.
i am still unable install the program downloaded from http://www.winpatrol.com due to the same error.

And how to i un-install norton? From add/remove program ?

Sorry to take so long answering, but I had to get some sleep :)
You seem to be having mulitple issues. I understand that you can now install/remove programs, but Windows Update is not working. If this is true, try again the instructions from my posts 10 and 12 above. Then try to update.
To stop Cold Fusion I am not sure. Unless Nihil posts again to answer you, you will need to read the instructions fro WinPatrol and follow them.
I haven't used Norton for a long time, but I do know it can be hard to remove. I think you will need to make sure it is turned off (firewall, antivirus, and whatever else it has). Instead of using the Windows Add/Remove from the Control Panel see if there is an uninstall option on your menu entry for Norton. If there is, use it. If that doesn't work, use the Windows Control Panel Add/Remove. If that doesn't work, check your Norton installation CD for removal tools. The Norton/Symantec site has a removal tool for download too (I think).

i have done the post#10 and #12 just now.
i re-do it, but still not working.
As for norton , i remove it from add/remove program.
