By default VPN's will hide the traffic. For the most part thats what VPN's are supposed to do. Although in a VPN environment you can certainly see the quantity of traffic passing through a given network. If they are a p2p program it will most likely try to use as much bandwidth as possible to accomplich its mission. We use a Packeteer on our netowork and can pretty much tell everything that is going on.
Botom line, if its illegal, or not part of the acceptible use policy then dont do it.
