Sorry Road I cant buy into that. He was arrested by the English police in 2002 and indicted in the states. Which means they had enought evidence to put him on trial. the indictment was posted in 2002 so they had investigated the case why drop all procedings at the time?

I would also like to see the US to present evidence of his crimes which it has not done yet. Here is his original indictment in virginia :
