The laptop should be doing it automatically for you. if you right click my computer and choose properties it will show you something like: Intel Twhatever at 2500GHz then it will show 998Mhz is what its running at right now. For intel this is their speed step technology for battery optimization.

I just checked a UK site. The processor supports "Advanced Speedstep", which should do what you want. The speedstep driver is supposed to be a part of XP as well.
That leaves the question of whether it is installed and if it is enabled.
Try looking in the control panel "power options", or in any manufacturer management software that came with the computer. The power option will probably be something like "max battery"
If it isn't installed, try the manufacturers' site.
Hmmm My Dell D820 with intel Core 2 Duo uses speed step technology and FC6 is fine changing the speeds between 1GHz & 2.17Ghz
