Exchange 2007 is a completely different animal from Exchange 2003. For all purposes Exchange 2003 was really just a service pack to Exchange 2000. I know a few Exchange developers and it was a marketting decision to call it Exchange 2003.
If you are looking to move from Exchange 2000 to 2007 I would start looking do do something different with your public folders as they are going away. Exchange 2007 should get rid of a lot of problems I have with Exchange 2003. But it really doesn't give you much more in terms of capacity.
One a server with what is called "heavy use users" Exchange 2007 is still going to be limited to around 6k users. Right now 2003 is limited to something like 4000 before you start having virtual memory problems....
There are still I/O bottlenecks related to disk writes/reads that limit the maximum capacity of Exchange 2007. Even though the virtual memory problems are resolved due to the 64 bit processing. Exchange 2007 organizations will also generally be more complicated than 2003 as the server roles have been completely redefined and are much more granular.
