That makes sense. If you take a radio, hi-fi, or TV and turn the volume up when there are no media inserted or they are not tuned to anything, you will tend to get a background noise or interference.
In the case of the laptop the audio chipset and speakers are internal, so volume has to be adjusted via the software. That is why I suggested trying external speakers as they have a manual volume control.
I wouldn't describe either of them as being "bad" rather that this is a shortcoming of onboard devices.
