"images/pass2level16.jpg" is a link so click on the link and then view the source of that page...

Yeah, this one threw me for a loop too...

Did you notice the "/" in front of images? Since the URL for this page is
http://www.hackertest.net/unavailable, what would you do with a relative URL that started with a slash?

need help!!!!

level 19 is hard, I'm very stumped. The gif animation ends with a nonsensical pattern of white dots on a black background.

OK...made it to level 20. Now things are getting really interesting.
