From a mathematical stand point there has to be some type of life out there. Figure there are how many billion galaxies in the cosmos. well say 1 billion for this purpose. Okay 1 billion galaxies, in 1 galaxy there has to be at least 1 million solar systems in that galaxy that have planets rotating around it. Okay 1 million, no lets just be safe and say 100,000. 100,000 solar systems in 1 galaxy. If in those 100,000 solar system if 100 have planets that are within the "life range" from the star it orbits, that means that there is a good chance that life will be able to thrive there.
So, doing the math we get 100 planets from each galaxy that may be able to sustain life. now count in the billions of galaxies and we have a pretty good chance of having life out there.
The technology aspect? I have no clue. There may be and there may not be. But I definetly know that there HAS to be life out there somewhere.
