Administrator ONLY in safe mode is an indication of XP HOME, NOT XP Pro...........
It is possible that you got the two confused as the start up logo's are the same.
Where exactly did the laptop come from ?
If it was a business, then XP Pro would be more likely, for the networking capabilities.
If it was from family / friend / shop, it is likely to be home, as it is cheaper, and is adequate for the normal single PC person.

It' the Pro version. I don't get this because it says I'm an admin.
I got system tools, when I go to Right Click on My Computer>Manage.

What other user accounts can you have ?
Admin and Limited = XP Home.
In XP Home the self named admin account is only found in safe mode.
you can set your account as admin, but [I believe] that it is a lesser / minor admin ?
What does it say under system details ?

There are tons of types of accounts, I know it's WinXP PRO for sure.
