Back in 2003 France said that they had switch their nuclear deterrence policy to include "preventative" (unprovoked first strike) attacks against "rouge states."
All that aside, the shattered Soviet states would be my concern, except most of their toys are prolly non-functional. There has been a lot of talk about Japan finally seeking nuclear devices... might trigger an arms race with the Chinese? But then the India/Pakistan arms race never really materialized as many people expected.
I was sleepy in my last post... the "Bulletin of the Atomic Scientists" does not, to my knowledge indicate where the safest place would be. I assume somewhere south of the equator though.

As much as both these Countries are paranoid of each other...they are both more paranoid of what China would do if they started a full-fledged arms race.

I agree but to my knowledge is was US Nukes. In fact NATO had a nice program in force for years. "Glickum" or GLCM. Disbanded in the early 80 and late 70s. Extremely expensive endeavor and key component of the INF Treaty. Those things were all over Europe with QRA cells operating 24/7.Quote:

Ah the good old days of having to do site guard in Germany and never knowing whether there was an actual nuke in the bunker or not.
Inner German boarder patrols with the Bundustgrensious or Bundestwhat ever they were called, was much more fun.
Isn't it amazing that just 20 years ago, Germany was actively patrolled. Well West Germany.

With all the onboard data in cruise missiles like terrain maps, latitude, longitude and points of detonation when in route etc...etc... I wonder if they took bit decay into mind?
