My ISP is hundreds of miles away from where I am located..
If you post a website....be prepared to deal with jerks...they are everywhere.
As for your disabilities.......I am sorry to hear about your dilema...
But there are many people in this world...much more unfortunate then you....your are literate, have a roof over your head...AND have access to a computer...AND the internet...WITH a website.....

Yes, I do have it better than ALOT of people...I have it better than the homeless - I know because I was one of them....I am grateful and want to be able to support myself and therefore, help others.

First off lets get past the bit about are you legit or not, really if you are then you have my sympathy, if not then whatever, i will probably never meet you so i see no point in having a go at you as what i say wont change anything you say or do here or anywhere else.
As for your ORIGIONAL post the questions in it are very simple and have quite simple answers that a little searching on Google would answer, so i have no problem sharing my knowledge on those questions.
To everyone else, if i have given out any eroneous info below please feel free to correct me but apart from that the questions are answered and this thread appears to be going nowhere fast so why not just let it die? Let the guy be, as nothing we say here will change his behaviour if he is a fraud, then there is nothing we can do about it, (apart from banning him from this site) and i see no point in this community wasting more time on him (again assuming he is a fraud). If he is a fraud or a scriptkiddie or someone trying to learn to hack etc then the questions he asked are extremely simple ones and the answers will not help with ANY illegal activity. If he asks more questions that could have potentially illegal motives then he will get the same response as others that come here asking those questions.
My honest opinion is that he has asked these simplistic questions to get a response to which he can then place his links to his site asking for donations, but on the off chance he actually wants the answer to the questions, here they are:
Is IP Tracing Legal?
Yes. Your IP address is given out along with most actions you make on the internet as it is the only way that you can get a reponse. In a way it is YOUR address so things can be sent back (i believe someone may have already said this). As this is always given out it is also legal and relatively easy to do certain searches on it, like a location lookup or a WHOIS lookup. Now the problem with these searches is that they do not always provide results, if they do the results are not always reliable and if they are accurate they are not always easy to interpret.
For example:
To find out your IP go here: http://www.whatismyip.com/
Your IP will appear at the top in the format of four numbers seperated by fullstops
If i then take my IP for example and go to a WHOIS search it comes up with a ton of info, most of which i do not understand and looks like a lot of technical info, but definetly no personal data.
Notably it says my location is AMSTERDAM when actually i am in England just outside london.
Is there a way to find out who has traced my IP?
The only way that i know of is to obtain there IP from an e-mail they sent you (i wont tell you how as i am suspect of the legitamacy, however searching on google would be a good start). Additionally look at the persons e-mail address, who provides the email to him? eg hotmail. If it was hotmail the first thing i would do is search MSN member lists, they might have been stupid enough to put up a profile. Try just putting the e-mail address into Google, you might be surprised as to what comes up. Just search around is your best option.
If you really are legitimately disabled and this person is really nastyy etc then contact the police. They might consider it harrassment, some form of cyber stalking etc and will know other tracking techniques.

Okay...just so nobody think I am a cold hearted SOB here, my problem with this type of solicitation is this:
First though, I like probably everyone else here, do contribute to worthy causes, wether it's the local YMCA, Sally Ann, or Red Cross or any other of the registered charities that are there to provide for those that are needy, disabled, disadvantaged, or mentally challenged.
The part that ticks me off, is that some senior, is going to stumble on to your site, and because most seniors 65 Plus were brought up during the hard times do take pity on those less fortunate, will try to donate, this may mean that this Months groceries will have to cut back or that medicine they need will wait. Most seniors unless wealthy are on fixed incomes, and can ill afford to help those who feel they are less fortunate...
You read all the time of seniors being scammed online or through their emails, and it's not stupidity that they end up being scammed but it's the kindness in their hearts that does it, I don't know how many times I wanted to hurl the TV out the window when I caught Jimmy Swaggert or Jim Baker or others requesting donations, and the very people that were donating were the sick, frail and elderly and then when it comes time to help those people out these televangelists would disappear.....
I am not saying you are a scammer, but if you could.... how about putting a disclaimer on that site that reads:
"If you are a Senior living on a fixed income, please do not donate, instead send me your well wishes and prayers"

It's perfectly legal to trace IP addresses. Beyond that, activities like port scanning, you get into gray areas.
First, learn how to read email headers. Google "email headers" and "tutorials" and you'll have something to work with.
Second, you might also see if you can download the log files from your website.
Third, download a program called Sam Spade so you can do whois lookups. Also try www.dnsstuff.com for the same.
There's only so much you're going to find out about this person tracing their IP. With an IP address, you can trace this person to their ISP and a general geographical location. Unless you're a law enforcement official or a lawyer with a court order, you're not likely to get any info on this person from his or her ISP.

I agree totally 100% with you.
The problem with this type of thread is that if you say he is a fraud you look and sound cold hearted etc, if you believe him you look and sound gullible, like a chump. So unfortunately bearing in mind the annonymity (spealt wrong i know) of the net and the fact that everyone here will probably never come across this guy and there is no way we can help people like seniors getting sucked in (assuming he is a fraud) lets just let it go.
Oh by the way your disclaimer suggestion is excellent, as if he is legit then surely he wouldn't want others to suffer for his gain and would be very happy to put such a disclaimer up and if he is a fraud then he wont care and we have not lost anything.

IP tracing is legal. Slander is very common on the internet. The best suggestion I heard so far was to call the police and say that you are being harassed online. They'll have a proper suggestion for you.

Okay, I thought this question might relate with this topic... What can you do with an IP address? Besides finding out where their ISP is? I found out my school's eathernet (don't know if I spelled it right) connection and we have a student server for our class. Any relation with IP address on how I could connect to it from my home computer? It would make transferring my homework to and fro a lot easier.
