First off, what makes you think that the government would actually tell you that they had the capability to successfuly clone a human? There's no doubt in my mind that they have the ability to.. if they didn't why are they trying to put a ban on it all over the world? Clones are not real humans and don't deserve the same rights as an actual human. Lord_darkside_x hit the nail right on the head:
