I have a dsl line at home...from ma bell...which is supposed to be up to 5MB down...they consider that the Highspeed edition which usually runs about 50.00 cdn.
I complain about the speed, how its not even close to 5 MB (its not... because of old infastructure) and threaten to go to another ISP...and they lower my rate for a 1 year contract...when that expires I phone them again and complain....has worked now for 2 years...

May not work with cable as there are not as many providers...where as DSL there are several.

Yeah, a download manager is diferent than an internet accelerator... People use those managers to download from file servers like Rapidshare, MegaUploads, etc...
Internet accelerators are "supposed" to help the overall speed of your internet, including download/upload.
My cable in Missouri is $30 USD, it is supposed to be a 3MB cap, but every test I use shows way more... Either way it is fast enough for me.
