Anyone know where I can get a version of Linux small enough to fit on some floppies?

You can try with Freesco or FloppyFW or FWTK. Those dists are all aimed to be packet filters or routers.
You can also make your own floppy dist with make bzdisk if using linux.. Just look up the man pages for how to compile your own kernel :-).
