No, there is not...
If you see someone with 3 (or sometimes even 4) red dots, you'll know that he/she has been banned by the AntiPoints system, though. If they don't have those red dots and they're banned, they've been banned by an administrator or a moderator. Reasons for that are numerous...

Seems it has been by their personal request or lack of compliance with the rules they agreed to.

If they were banned by the moderators it's often helpful to look at their profile and read their last couple posts. Sometimes they cussed them out or something and really deserved the banning. Other people create threads containing only the words "neg me" and get themselves banned by the AP system on purpose, but I have no clue why they did this... :confused:

but to answer a question, once you are banned can you still gain antipoints.?
