If you would go to the Tutorial section of AO, you would find this thread: http://www.antionline.com/showthread...hreadid=257509 which is Negative's Tutorials Forum - New INDEX. Then by actually going to that new index @ http://www.neg.be/index/ You would find a section for IRC. http://www.neg.be/index/?c=15 This would list for you 9 different tutorial written for 'AO' on the subject of IRC.
That should give you (with the links provided above) plenty of information to answer almost any questions you might have about IRC.

I'm to busy now to write a tutorial on IRC, but if you did a search of the Tutorial Forums like moxnix suggested, you'll find lots of information.
As for IRC Client, if you're on Windows I suggest X-Chat, and if you're on Linux I suggested either X-Chat or Irssi.

IRC is basic chat room, you get a client and connect to servers and on those servers you join channels (aka chatrooms). Like MB said, X-Chat is a good client for Win, and so is mIRC...
Once you get up and running, I'd like to suggest a irc.2600.net as a good server, but whatever you do, stay away from irc.unerror.com.... they'll rot your brains to mush in days. =P
