The cable himself is not plug on both side correctly.
In basic english, it mean that the network card doesn't get any data from your network at all.

Hey! This just pops me a great idea!
Only Administrator and Power Users should be able to log in any computer. Add the domain users to the local power users and that it! I find this idea somewhat...

It works on domain users if your computer is part of a domain.
You can push the "deny login locally" policies by GPO also but do you really want to push the same GPO to all 40 computers?...

Did you try the "Deny logon locally" option?
Be carefull when you play with that option by the way.
