In my opinion a hacker should have knowledge. Knowledge to know between what is right and what is wrong. And the knowledge to take responsibility for his/her actions. In my view hacker is just someone that wants to keep learning. You don't need fast computers or modems. You could be just fine with a 386 running linux and a 28.8 or a 33.6 modem.

Technology is nothing without a brain operating it
This is a very important question indeed. Some people believe that you need a butt-ass fast computer with a t1 to 'hack' effectively. The term hacking has been slurred from its original meaning. Hacking by definition is doing what you do well, in this case, it's computers. Neuro-surgeons are hackers by this definition. It now means breaking into someone elses system, which is cracking. I still use the old definition, but no one knows what I mean.
Behind every computer is an average human brain.

keys to hacking
all you really need is knowledge, but it is nice to have the others. the better the puter, the faster you can be effective. but over all it isn't necessary to have a kick ass puter.... it is just necessary to know how to use a computer well, and have extensive knowledge of it.

serious question?
I am trying to figure out how this is an important question. Some of the best hackers worked from slow computers and slow modems. Hacking is all about knowledge. If you want to be a script kiddie and run password crackers, you may need a fast compuer, or DOS attacks, you may need a fast modem. But neither one of those is hacking. Even using the modern day connotation of hacking, you don't need a fast computer or modem to "hack" a websited or hotmail account. You just need to know how to do it.

Good knowledge, hands down. The other stuff is superfluous.

Definately knowledge. And you didn't mention friends to share your knowledge with and learn from. They're gonna accelerate the learning process.
