Gee, did you look at the whole article? The first thing I saw was the messed up date, but decided to look at everything anyway....
found this very impressive scenario on wired.com. The author John Aquilla describes a completely fake scenario, so don't run to the hardware store and grab a Honda generator.
That was at the bottom of the page.

I think that this is just another person trying the "scary hacker" ploy... they want the general public to think that this kind of thing could really happen...
