you downloaded mswinsck.ocx and it's asking for mswiinsck.ocx. (note the spelling difference) is this correct?

was it a spelling mistake when you tried to register it, too?
have you tried registering it using the full path? or cd'ing into C:\Windows\SYSTEM32, and then executing regsvr32?

Maybe you have downloaded only the update file without the full packet.
Mswinsck.ocx is an active x control which comes along with visual basic. Since the program is giving you that error, it means that it wasn't installed or copied properly. Try and look for the control via internet, its called microsoft windows socket active x control.
you can get this file at www.megasecurity.org/Needed_files.html click on the file and download it save it to the same folder as your cddb is saved in then unzip the file into the same folder as the cddb.

When you are registering the file, use the full path to where the file is located.
Start|Run
regsvr32 C:\Windows\SYSTEM32\mswinsck.ocx
