When Hong Kong was still under British jurisdiction until 1997, cops used to make as MUCH as doctors do....I dont know if thats still the case but that might be why...

Weird, I was thinking about HK too... Maybe around 2050 we'll get a bit more corruption in ye-olde-HK, because that's a little after the time (2047) when the mainland gets to change things around wholesale :P I plan to go back there next summer just to reminisce.

Since I have followed this country closely and have visited it there and seen the corruption first-hand, I can officially say Nigeria (which is in Africa) IS NOT 101. It is more like #1. They are so incredibly corrupted you basically have to bribe the taxi-drivers to take you places, its sick. Another example is customs. If you have something taxable or semi-illegal, all you have to do is bribe the customs officials and 99% of them will let it thru! Also, for an excellent example of the managment corruption...
There is an unfinished oil refinery there. There was way more than enough money to build it when they started, but now it lies unfinished simply because high ranking officials took all the money. The sad thing is, this is an every day occurence.

Uraloony: The higher the number in that list the more corruption. That makes Finland the least corrupted country in the world and Nigeria, almost as you said, the second most corrupted.
