How do you know it isn't running if the console indicates it is? Are you attempting to connect from an outside source?
What kind of network connection do you have? Cable, dialup? Does your AUP allow you to run servers?

What options have you enabled for event logs (auditing)?
Have you tried uninstalling the Folio? (conflict?)
Do you have AV software installed? (conflict?)
What other applications are running?

!! Missed the 'no firewall' bit earlier Maybe that's your problem - running a Windows machine with IIS and no protection! Have you got any filtering/firewalling in front of your server at all? Have you logged incoming traffic/connections? Can access be gained to other Windows related services (ie. ports other than 80)?
