if you are referring to the exelent KDE editor with syntax highliting..
nope, your best chance is to try cygwin and install kde for cygwin...

NEdit has excellent support for syntax highlighting and there is a port for Windows, although the Windows port installs extra software and I can't vouch for it because I use Linux nearly all the time now.
