Try writing 0's to every sector on your drive. This is done via Low Level Formatting. Normal formatting does not write 0's to the entire drive.

Try going to http://www.maxtor.com and checking out PowerMax. Last time I checked it was free and will completely erase everything on your drive restoring it to around 38gb ( the norm for 40gb drives)

Note that this process could take between 1 and 5 hours depending on the speed of your computer and total space of your drive. Assuming you own an average computer, this should take about 1 - 2 hours.

Or you could just run the program.

Copy PowerMax to a boot floppy.
Boot(Making sure your boot sequence mounts the floppy before the hard drive)
Then choose Low Level format from the menu
    Then choose the C:\ drive
    Sit back and wait ^_^
    Then reinstall windows.
