I have a question what is hex mode? and if in hex mode is your computer system at risk?

What I mean is .hex like a different system mode that exits your normal operating system? That is why I am asking if it is risky for your system.

I think you are confused about something.
You can open a file/memory in a hex editor.
You can boot your computer in safe-mode.

A hex editor opens any file and represents it in hexadecimal (every file is binary so everything can be represented in hexadecimal)
