Here's the gist of it. Due to draconian campaign spending rules,
the Democrats find themselves in a trap of their own making.
Now they must (hypocritically) do something to save their butts.

Kerry will be throttled by tight spending rules as soon as he
accepts the Democratic nomination.
Cleverly, the Republicans scheduled their convention several weeks
later than the Democrats, and may freely spend during the
interval.

You'd think that they would learn that the recent reforms were a bad idea
after all.
