what is the best tweaking program that can tweak the most things for windows

knowledge of the regedit and the computer in the most part. If you really wanna change the apparance...download a shell @ http://www.Astonshell.com. Here's a link to my desktop:

Check out TweakUI. It's a pretty good tweaking program that you access from the control panel.
I agree with Cybr1d. Regedit is the best tweaking program ever 
For some registry tweaking look at the Windows Registry Guide @ winguides.com.

Check out Xen by Paul Brown.

I suggest you read his tutorials first, as they are quite informative.

i've always liked X-setup by X-teq. It's now a pay program, but I think you can get the old version that is freeware at major geeks
The free version is 6.3

How would you go about doing that? I have Reshacker but I'm not very experienced w/ it...
