Theres a book called linux toys, that tells you how to set up your own mini dial-in isp
the amazon link for it is -
http://www.amazon.co.uk/exec/obidos/...813848-0640646
If you type the name of the book into google theres loads of stuff about it, for the google idle its here
http://www.linuxtoys.net/article.php?16.0
You can see what tools they use to create it so with a bit of intellegence you could probably do this without any difficult and without buying the book.
what type of isp do you want to create? dial-in or wireless connectivity? you'd have to get a free phone number or something as it would cost you the price of a call to dial in, and that wouldnt be to good would it....

I want to set up a dial in isp. I want to do this because i often help out my friends/neighbors with their computers. Sometimes their cable is out meaning that their cable modem is also out. When this it would be much nicer to just be able to stay at their house and dial in, rather than having to go back to my house, look up info, put it on my usb keychain, go back, find out it was the wrong thing, go back etc ect.

Yea thats cool, I suggest you google for mgetty, thats a dial in deamon for linux. so basically u'd have a modem in this box connected to the phone line, have mgetty running, youd have a NIC in here connected to your hub, router or switch that gets the access to your cable
heres a good link
http://www.networkcomputing.com/unix...l/015/015.html
and heres the remainder
http://www.google.com/search?hl=en&i...torial&spell=1
hope that helps, Id be really interested to here about you experiences of doing this, will you send PM about your experiences getting this thing up and running?
you'll probably need a seperate box for this, as i imagine it would slow you down quite a bit if your using the same box.

Not sure about windows, But I think best bet is to get a cheap box, doesnt need to be anything special something cheap and old like a PII 400mhz and set linux up on that, cos the problem with using it in your current box is that itll probably lag it quite a bit when other people have access to it,
I think thats your best bet,
You want to try searchning for things like "dial in daemon windows" or "ppp daemon windows"
