what does it take for me to start my own micro isp.

Theres a book called linux toys, that tells you how to set up your own mini dial-in isp

You can see what tools they use to create it so with a bit of intellegence you could probably do this without any difficult and without buying the book.

what type of isp do you want to create? dial-in or wireless connectivity? you'd have to get a free phone number or something as it would cost you the price of a call to dial in, and that wouldnt be to good would it....

I want to set up a dial in isp. I want to do this because i often help out my friends/neighbors with their computers. Sometimes their cable is out meaning that their cable modem is also out. When this it would be much nicer to just be able to stay at their house and dial in, rather than having to go back to my house, look up info, put it on my usb keychain, go back, find out it was the wrong thing, go back etc ect.

Yea thats cool, I suggest you google for mgetty, thats a dial in deamon for linux. so basically u'd have a modem in this box connected to the phone line, have mgetty running, youd have a NIC in here connected to your hub, router or switch that gets the access to your cable

you'll probably need a seperate box for this, as i imagine it would slow you down quite a bit if your using the same box.

any ideas on how to do it without linux, my wireless card (linksys wusb11 v 2.8) doesn't work with linux.

Not sure about windows, But I think best bet is to get a cheap box, doesnt need to be anything special something cheap and old like a PII 400mhz and set linux up on that, cos the problem with using it in your current box is that itll probably lag it quite a bit when other people have access to it,
