What do you mean by "Pop up"? Browser pop up? (browser is open and that pops up) or a window that appears ( like this http://www.andyrathbone.com/tips/netsend.html )? Or is it email? (I get those in email all the time and delete them immediately. Having HTML turned off also helps)

Try turning off his messenger service. And run a decent software firewall.
(I could tell what that junk was just from the description.)

To do as Korp has mentioned..
Start - Run Services.msc and ok..
scroll through the list till you find Messenger
right click on the name..
select properties..
click on the STOP button
then select "Disabled"in the Startup Type box..
Apply
OK out of there..
And don't confuse this messenger with MSN messenger.. this is Netsend.. for admin announcements on a lan..
Cheers
