First question is which Windows version are you using?

You can restore from your WindowsCD or the preloaded .cab files on your system.
If you go to the Microsoft support site for your version of Windows, you will find instructions on restoring Windows system files.
If you are using WinXP, the simplest method would be to boot from the CD and run the "repair" option.
If you tell me your version of Windows I will try to find the link for you at Microsoft.
Cheers
