I might be wrong here, but couldn't you just use Encrypted File System (EFS)?

He said it was a Windows 2000 system and I don't believe EFS is on anything but XP Pro. I know it is not on XP Home.

Windows 2000 does come with EFS
The Encrypting File System (EFS) included with the Microsoft® Windows® 2000 operating system is based on public-key encryption and takes advantage of the CryptoAPI architecture in Windows 2000. Each file is encrypted using a randomly generated file encryption key, which is independent of a user’s public/private key pair; thereby stifling many forms of cryptoanalysis-based attack.

i should've known the obviousness (is there actualy such a word) of "file wiper" but since it i asked about how to pwd protect a folder i wasn't even thinking in the same category

In answer to your first question you can also use cryptainerLE. You can encrypt 20mb for free. For a little money you can encrypt a little more.
