Hi, unvi$ible
Civil engineering (construction) projects are notorious for that. Just look at the Scottish Houses of Parliament for another example.
The Wembley Stadium business was entirely predictable. The sponsors of the project said how much they wanted to spend, and none of the major contractors wanted anything to do with it, as it was totally unrealistic. That should have told everyone that there was going to be a major variance?
Another thing about construction projects is they suffer from "scope creep" or the customer changing his mind in mid flight
The reason I commented on the Intel scenario is they were $26 billion out. Their total turnover for fiscal 2004 was only $35 billion?
