So, did anyone who gave a suggestion actually look at the pic he attached before posting a resolution to his problem? lol...
I am sure that they did, and I am equally sure that they actually read his post and realised that they would have no chance of answering it without looking at the picture
Yes, that is where Windows tends to store such values; hence the advice to try conventional Windows options first
And if you are going to mess with the Registry, learn how to back it up and restore it FIRST.

I don't think that stopped this guy from trying:
Put your mouse on the task bar.
right click unlock the task bar
left click the task bar and then drag it where you want it
right click the task bar and lock it again
*duh*

I am curious as to why the original poster cannot seem to find the "Windows Classic" mode in XP
I guess that my next move would have been to re-register shell32
regsvr32 /i shell32
That should fix it in theory, at least?
I have downloaded that tool............. thanks for the link; it might come in handy one day..........................
But, with someone else's machine that still works, you back up the Registry first
