I ran into a similar problem with IE6. I couldn't re install it until I went into the registry and changed a cryptic registry entry from "1" to "0", I believe it had something to do with whether IE6 was installed or not.
I found my answer at http://www.theeldergeek.com
The dude is amazing. He knows Windows better than Microsoft
Give the site a look, you'll find all sorts of goodies there

The user wants to use IE7 because he is more comfortable with IE 7
Fire fox he has not used before and does not wants to use it either..

I hate when people claim they don't want to use firefox for that reason--seriously I don't even know why people still use IE--what is so hard about switching to ff? there is no learning curve involved, it is safer, more customizable, and faster!

...and Opera is safer than FF. It's also easier to use, IMO.

I agree
Opera is a wonderful browser, not to mention the most secure--but I can't live without the firefox extensions.
I apologize for the aforementioned propaganda, I just get a little worked up when it concerns certain monopolies
