The AO IP Locator possibly worked to begin with, but was based on borrowed tables that haven't been updated for at least 5 years, so is now woefully inaccurate.
No, I remember how off it was seven to ten years ago.

Shouldn't someone be fixing the locator and cleaning up the download section now ?
Or maybe remove it completely.. ?

The person clearly is in Zambia and uses phone/mobile internet connections.
How can that person have a foreign country I.P.?

Depends on the ISP ..not the country.
So say a company from the Netherlands in the internet provider in Zambia...the client will aquire an IP from the provider...resolving to a foreign country.
There are very few borders on the internet...
although lately I an unable to view content because of my IP\location...how fookin stoopid is that!!!

We block all packets from IP addresses associated with evil/rogue nations. Cuts down very efficiently on noise/annoyances. Did you recently move to russia?

Well my IP resolves to a location over 300KMs from here.......depending on what continent your on......that could be another country.
as far as I know....there is only one country on this continent that could be associated with evil\rogue policies...such as invading foriegn countries, torture, invasion of privacy, violation of human rights etc
and it aint mine

We're pretty much a leaderless country built by mobsters, slave traders, and pirates. What do you expect?
At the same time 99.9% of charity organisations are based right here in the U.S. People come in droves. And for some reason every pinko-island-nation still looks to us like some sort of world leader... knowing fully well that we're already stretched to far around.

I have been getting that as well.............a 403 because my whole IP range is blocked due to skiddie/bot/spam activity from it
Well my IP resolves to a location over 300KMs from here.
Yes, I get 120Km, 210Km and 380Km. The last one is the final hop internally, the other two are the nearest centres that I make first connection to.
No, I remember how off it was seven to ten years ago.
Come to think of it you are right, as it must be around 5 years since I checked it
