Security breach

So i have an issue where i have visited unsecure sites and as well im sure my computer is being hacked by someone with a police level/p.i. program or other hacking tools my virus protection cant find. My computer is constantly working hard while before it made no noise. Someone has also deleted things off my phone apps and computer before and ive known about it for awhile but ive just decided to care about it....what are the best things i can do to protect my computer and wi fi as well as locate and possibly track the intruder?
